It would be very helpful to limit the ISO to 800 and keep it in auto mode. Anything higher than 800 results in a decline in quality.

From what I can tell, with the current Android camera APIs it isn't possible to keep auto exposure on and limit the ISO manually. However, I am planning an exposure ramping feature which may help with the quality issue you are describing.
