Depending on your requirement, this may be something better suited to a third party application. 
I have for a long time used a photo sync utility to automatically synchronize to my server, once I'm connected to my home wi-fi, and after my phone is plugged in to a charger. 
With a third party application focused on this type of capability, you can have quite a bit of flexibility.
